Household Economic Security (HES) Technical Guidelines for Assessment Analysis & Programme Design


The guidelines, designed by the British Red Cross, provide technical guidance to HES delegates in assessment, and the ten step analysis that leads to the design of appropriate programmes responding to the priority household economic needs identified during the assessment and analysis.

The Household Economic Security (HES) Guidelines, designed by the British Red Cross, provide technical guidance to HES delegates in assessment, and the ten step analysis that leads to the design of appropriate programmes responding to the priority household economic needs identified during the assessment and analysis.

They aim to specifically assist HES delegates to determine who within the affected community needs how much of what kind of assistance, when such assistance is best provided and for how long.

The HES guidelines are divided into six sections which first explain the basic concepts, approaches, standards and tools used by HES, and move to provide guidance on the HES analytical framework, assessment methodology and finally make recommendations on how to design a response and prepare reports.
