This Centre of the International Federation of Red Cross and Red Crescent Societies, hosted by Spanish Red Cross and based in Madrid, shall have no independent legal status of its own. The Livelihoods Resource Centre is governed by a Steering Committee consisting of two members of the International Federation of Red Cross, and two members of the Spanish Red Cross responsible for the policy and the overview of the management of the Centre. Additionally, the Steering Committee may be further advised on a permanent or ad hoc basis by external experts, National Societies representatives and donors through an advisory group.
The management of the Centre is outlined in an agreement between the International Federation and the Spanish Red Cross. The Spanish Red Cross shall be responsible for the recruitment and management of the Centre's staff, as agreed in the Resource Centre's functional programme, work plan and budget. The agreement aims at creating a well-managed Federation resource basic Centre in livelihoods programmes, which is able to effectively deliver high quality services to all interested National Societies and other stakeholders.
