Humanitarian response strengthens local capacities and avoids negative effects. 1. Degree to which communities and people affected by crisis, consider themselves better able to withstand future shocks and stresses as a result of humanitarian action. 2. Degree to which the response assists communities and people affected by crisis to reduce losses in future crises. 3. Degree to which the skills and knowledge of local authorities and leaders with responsibilities for responding to crises are increased through humanitarian action.
