Measure Notes:

Baseline: Impact of the crisis on availability of food and non-food items. Watch Out For! - Availability of items will normally vary throughout a year due to seasonal patterns of the production cycle. Accounting for seasonality helps differentiating between normal seasonal variations in availability and price, and additional changes which can be considered abnor-mal, depending on the magnitude of those changes - Price changes often reflect changes in the availability of the commodities in the market. For example, increasing prices can indicate a shortage or anticipated shortage (e.g. when har-vest prospects are low).
