HLP capacity building / training could include local, national and international actors involved in the humanitarian response. Beneficiaries could be local chiefs, religious leaders, national staff or representatives of the civil society or local/national governments. As part of the training evaluation, participants should be asked whether or not they feel better equipped to address HLP issues.
