Spanish Red Cross Guidelines on Economic Development

The Spanish Red Cross developed the Guidelines on Economic Development based on years of extensive experience implementing livelihoods programmes worldwide. The guidelines promote a common working methodology for this area of intervention and the intended users are programme managers and field staff.

The objective of the guidelines, taking into account the millennium development goals, is to promote the creation of a standard work methodology through the drafting of technical and operational documents to guide livelihoods interventions. They are based on economic development projects implemented by the Spanish Red Cross worldwide.

The manual provides different levels of livelihoods intervention and response options in communities that range from the highest level of vulnerability to market integration of vulnerable groups.
 

Level 1: Emergency Response.

Level 2: Early Rehabilitation or High Vulnerability Intervention.

Level 3: Rehabilitation or Medium Vulnerability Intervention.

Level 4: Labour Market Integration of Vulnerable Groups.


The breakdown into levels is not rigid but an ongoing process; linkages are possible among the different levels and also to combine different economic development intervention options.
